The Fort Atkinson Plan Commission voted to recommend that the City Council approve an extraterritorial certified survey map, labeled CSM2025-13, for a proposed 2-acre parcel at West 6116 Star School Road in the town of Kashkinen. Staff presented the map and recommended approval subject to three engineering edits and a waiver of the requirement to dedicate right-of-way.
Staff member Mr. Drager presented the staff report and told commissioners the parcel would be created from a 37.67-acre parent parcel and would require the city’s extraterritorial review because it lies within 1.5 miles of the city. Drager said the map must be revised to include three items called out by engineering and required by state statute: (1) an arrow to the leader showing a 33.07-foot distance; (2) a tie line describing section, town and range plus corners of the end tie line; and (3) added language in the surveyor’s certificate describing the division thereof. He described these as minor mapping edits that should be included in the CSM per state statute.
On the road-dedication question, staff said they had spoken with the Jefferson County surveyor and the town, and both indicated they did not want a dedication. Staff said the road in question has long been used as a right-of-way and therefore functions as a right-of-way without formal dedication; staff recommended waiving the dedication requirement for this parcel given those factors and the parcel’s distance from the city’s long-range urban growth area.
Commissioners asked for supporting graphics (staff pointed to agenda pages 8 and 9) and confirmed the parcel is shown as agricultural/rural in the future land-use map. After discussion the commission moved, seconded and voted to recommend approval of CSM2025-13 with the three engineering edits and the waiver of road dedication. The motion carried by voice vote; the transcript records ayes but does not provide a roll-call tally or individual member votes.
Next steps: the commission’s action is a recommendation to the City Council; any final approvals or formal record changes will occur at council review.
