Crossroads Community Services outlines service metrics and asks county for letter to support state waiver

Crossroads Community Services told the Nottoway County Board of Supervisors it is focusing on data-driven performance measures and asked the county to supply a letter for a state waiver request related to a local-match shortfall.

Pam Wallace, director of developmental services, reviewed goals including a fiscal-year goal to retain 75% of staff from July 1 to June 30, 2026, and reported a 94.3% staff-retention rate for July 1–Oct. 31. Wallace said Crossroads operates six group homes with capacity for 30 residents and currently has 25 occupants, leaving five vacant beds. “We serve, about 350 people with developmental disabilities across the seven counties,” Wallace said, adding that Crossroads provides transportation for Nottoway residents to its Bush River campus.

Board members pressed staff on funding projections. Crossroads explained DBHDS (Virginia Department of Behavioral Health and Developmental Services) award notices arrive after the county budget is prepared, so the agency estimates next-year funding by applying a 2–5% increase to the previous award. Because the state notification is late, Crossroads said funds that exceed estimates must roll into the following fiscal year.

Crossroads Executive Director Dr. Melba Moore asked the county to prepare a letter on county letterhead stating Nottoway’s inability to meet the full 10% local-match obligation; Moore said she will include that document in a waiver packet submitted to the state for FY26. Board members agreed staff should prepare such a letter for Crossroads to support the waiver request.

The presentation noted the Planning Commission previously approved related text and that staff recommend continued coordination with county schools, Medicaid authorization processes and community partners as Crossroads seeks to grow census and billable services.
