County counsel said the negotiated purchase price departs from prior appraisals because the buyer will assume responsibility for removing remaining infrastructure from a former sewer plant and for certain cleanup tasks. Buyer representative Bruce Barquette said Sea Oaks is prepared to undertake the required remediation work and thanked staff and the negotiating team. The agreement calls for a 90‑day due‑diligence period following board approval.
County staff said the state of Florida owns the property to the south and that the buyer is the only adjoining private owner; because of that adjacency the negotiated sale does not require an open competitive process. The board voted to approve the sale and allow Sea Oaks to enter due diligence.
