Indian River County awards Sector 5 beach and dune restoration contract; construction oversight work order approved

Summary
The county awarded the Sector 5 (Vero Beach/Indian River Shores) hurricane‑damaged beach and dune restoration contract to Getler Brothers and authorized a construction oversight work order; the project will place roughly 153,000 cubic yards of sand, add native dune plants and is scheduled to avoid turtle nesting season.
The Board of County Commissioners authorized county staff to award a construction contract for the Sector 5 (Hurricanes Ian and Nicole) Beach and Dune Restoration Project and approved a separate construction administration work order.
Quintin Bergman, coastal resource manager, described the approximately 3.1‑mile project area and said the restoration is designed to place about 153,000 cubic yards of sand and to install more than 100,000 native, salt‑tolerant dune plants. He said the repaired dune height will not exceed pre‑storm elevation and that construction is scheduled to start the following month and conclude before the bulk of the sea turtle nesting season (no work will occur in May and major holiday periods will be observed as “no work” windows).
Staff reported the county has been awarded more than $3 million in potential reimbursement funding from FEMA/FDEM and FDEP, with an estimated county share of roughly $3.3 million; the county will use tourist development tax revenue for local matching. The board voted to award the construction contract to Getler Brothers Construction (amount listed in the agenda packet) and also approved a lump‑sum work order to APTIM (construction administration/oversight) to ensure permit compliance during construction, subject to county attorney review and receipt of the required bonds and insurance.
Commissioners and staff emphasized habitat protection for sea turtles and the project’s role in protecting upland infrastructure and tourism assets.
