The Board of County Commissioners authorized the county’s 2026 legislative priorities after a presentation by Communications and Legislative Affairs Manager Kathy Copeland.
Copeland told the board the legislative session will be dominated by budget and property tax issues and outlined county priorities including home rule protections, opposition to unfunded mandates and requests for appropriations tied to septic‑to‑sewer conversion projects (including Exhora Park and Orchid Island Estates) and support for long‑term funding for a Fellsmere Public Library Community Resource Center. She said county staff is pursuing flexibility in state grant language and appropriations to allow some wastewater funds to address associated public water‑side connections, and that septic‑to‑sewer advocacy includes asking for assistance options for residents who cannot afford upgrades.
On policy items, Copeland said staff will pursue a local bill to cap off‑site inmate medical costs and avoid monopolistic local provider arrangements; Representative Brackett has agreed to sponsor the bill. Commissioners discussed SB 180 (hurricane relief bill) and its potential unintended statutory consequences, and several commissioners urged active engagement at the Association of Counties and other forums.
Commissioner Adams moved to approve the legislative priorities and to pursue the local inmate medical bill; the motion passed unanimously.
