Staff said the downtown district’s total assessed value rose from about $12 million in 2006 to roughly $32 million today, producing an incremental capture estimated at about $19 million over that period after parcel changes and a 2023 amendment. Staff cautioned assembling a precise side-by-side comparison will take more time because parcels were moved in the 2023 amendment.
On electric vehicle charging, staff reported that under a one‑year ChargePoint lease the town would need to charge roughly $0.70 per kilowatt-hour to break even on a roughly $3,000 annual contract (based on an estimated 4,200 kWh/year usage). Under a five‑year model staff said the breakeven rate considered in prior meetings was near $0.84/kWh. Board members noted slow chargers tend to attract only drivers who can plan longer stops, reducing revenue potential, and asked staff to explore faster chargers or alternative vendors and revisit ROI assumptions.
There was no formal vote; staff said they will return with more detailed ROI and parcel-assessment data and suggested consulting the assessor for a breakdown of appreciation versus new investment in the TIF increment.
