The committee unanimously approved a nonbinding resolution urging the Office of Homeless Services (OHS) to prioritize existing permanent supportive housing and to plan for contingency responses after a federal Notice of Funding Opportunity (NOFO) altered limits on how much HUD funds could be used for permanent housing.
Council member Welsh, the sponsor, said Nashville previously received about $11.8 million in HUD awards, with about $10.3 million allocated to permanent housing; she said the recent NOFO limited permanent housing to 30% of allocations and that HUD later withdrew the NOFO pending legal challenge. The resolution asks OHS to coordinate with the Homelessness Planning Council and continuum-of-care partners to protect current tenants and develop a strategy should federal funding change.
Council members voiced support and noted that Metro appropriations previously included contingency funding anticipating federal cuts. The resolution passed 8–0.
