Orange County holds strategic-priorities workshop; supervisors push for board-led process

At a Sept. 3 special workshop, Orange County staff presented a draft refresh of board strategic priorities and told supervisors the recommendations will feed into a strategic financial plan to be presented for approval in December. The meeting produced pointed questions about process and timing rather than immediate policy decisions.

Board members objected to the format and late notice. "I think this is a fundamentally flawed process," Supervisor Wagner said, arguing supervisors had received the packet too recently to provide considered input and urging the priorities be aired publicly with time for review. Several other supervisors echoed that concern, asking whether the meeting was intended to showcase staff priorities or to gather the board's policy direction.
