Mills County supervisors approve permit extension, contract awards and sketch-plat variance

The Mills County Board of Supervisors approved several routine and project-specific items at its meeting, including a one-year extension of a soil-extraction agreement, multiple procurement awards and a subdivision variance.

The board approved a one-year extension for the T‑shaper soil-extraction permit, setting extraction to close Dec. 31, 2026, with reclamation milestones required through July 1, 2027, and a survey/inspection condition to confirm compliance with the originally approved reclamation plan. County staff explained the extension was requested because a planned processing “catalyst” project did not proceed and the operator has remaining material that can be used for a separate trail reclamation project.

The board also approved a sketch-plat variance for parcel 17788K, originally submitted in 2016. Staff told supervisors the parcel’s frontage and driveway separation requirements could not be met because of a neighboring county-owned buyout parcel; acreage, setbacks and other subdivision requirements otherwise comply, so the board approved the variance to allow two homes to be built on the parcel.

On procurement, supervisors voted to accept snow-removal and seasonal mowing proposals to cover county properties including the courthouse, Veterans Affairs office, sheriff’s department and other county facilities. Staff presented per-event pricing tiers for snow removal and per-season pricing for mowing; the board moved to accept the lower bid for snow removal as discussed in staff materials and approved a one-year contract for the current winter season.

The board considered bids for moving the Veterans Affairs office and reviewed two written bids: one bid of $4,000 and a lower bid of $2,139 from Easy as Pie Moving.
