Commission approves updated purchasing-policy resolution; clarifies procurement thresholds

The commission adopted a resolution to update the Unified Government’s purchasing policy (item 7.1) after questions about procurement thresholds. Staff said the update reflects an internal memo from November 2020 and does not change existing practice. Procurement and contract-signing authority remains vested with the county administrator when funds are budgeted; if a contract or procurement was not budgeted the budget action would come to the commission for approval.
Commissioner questions focused on whether the policy sets dollar thresholds that would require commission approval. Procurement staff said UG practice and the updated policy are ‘‘in line with all the other cities’’ in the region and that any future change to require commission review after a threshold could be considered as a policy choice referred to committee.
The resolution passed unanimously by roll call (motion carries 10–0). Staff said budgeted items are reviewed in the budget process and large unplanned items still require commission action.
