Janet Harkness, a West Plains Extension District 4‑H agent, told the commission Finney County’s 4‑H program includes 149 members and 38 enrolled volunteers and highlighted the West Plains 4‑H Youth Leadership Academy. Harkness offered to share digital project files and thanked the commission for supporting extension activities.
Two youth members spoke to the commission. Hudson Fryman, 13, described five years in 4‑H, listing photography, sheep and visual arts projects and saying 4‑H taught leadership, public speaking and community service. Taylor Null (self‑identified) recounted a 10‑year involvement with livestock and baking, credited 4‑H with leadership development and thanked family and leaders.
Chair Jerry Schultz read the county proclamation and the commission voted to approve it; commissioners agreed to take official photos with the youth after the vote.
