Finney County commissioners approve several routine business items including replat, appraiser contract and IUGA amendment

Finney County commissioners took up multiple routine items after the canvass, approving a replat, traffic controls, personnel arrangements and planning actions.

Planner John Persisto presented a partial plat (the Russell addition) for property at 685 North Air Links Road in Finney County; the board voted to approve the partial plat for Lot 1, Block 1 as recommended by staff. Interim Road and Bridge Director Larry Brungart then asked the board to adopt Resolution 32-2025 to prohibit parking on the shoulders of Burnside Drive from Telegram Avenue east 625 feet to improve sight distance and snow-removal operations; commissioners approved the resolution and directed the road-and-bridge director to install signage in conformance with the Manual on Uniform Traffic Control Devices.

On personnel and contracts, the board approved Resolution 33-2025 to appoint a certified county appraiser under contract beginning Jan. 1, 2026. The staff report referenced a contract arrangement with Macaulay and Associates and named Jeremy McCully (identified in the staff presentation as a certified appraiser with experience in the county) to provide certified leadership and oversight; the monthly contract amount was listed at $2,000 and staff said funding is available in the county’s appraiser salary line.

The board also approved an amendment to the county’s immediate urban growth area (IUGA) to include additional parcels generally northeast of Garden City along Highway 156 and East Kansas Avenue, directing staff and legal counsel to prepare a joint resolution with the city with an effective date of Jan. 1, 2026. Commissioners set a public hearing for Monday, Dec. 15, 2025, at 9 a.m. to consider an amendment to the East Side Sewer District No. 1 2025 budget so the district may use funds awarded under the Water Technical Assistance Grant.

For community partnerships, the commission ratified a six-month, rent-free memorandum of understanding allowing Big Brothers Big Sisters of Finney and Kearny Counties to occupy four offices at the Community Services Center (607 W. Santa Fe, Garden City) to stabilize the organization during a staffing transition. Staff will evaluate the arrangement prior to the end of the six-month term and return to the board with recommendations on extension or modification.

Finally, staff asked the board to designate a voting delegate and alternates for the Kansas Association of Counties annual meeting; commissioners appointed Commissioner Kevin Bascu as the county’s voting delegate and Administrator Derek Ramos and County Clerk Dory Munyan as alternates.
