Finney County commissioners voted Dec. 15 to approve a joint resolution adopting the First Amendment to the county's Immediate Urban Growth Area (IUGA), with the amendment set to take effect Jan. 1, 2026. County staff said the change responds to recent annexations and developer interest along Highway 156 and East Kansas Avenue and is intended to ensure coordinated planning, consistent development standards and alignment with city subdivision and construction regulations.
County staff told commissioners the IUGA was established through an interlocal cooperative agreement with the City of Garden City and that Paragraph 8 of that agreement requires any boundary amendment to be approved jointly by both governing bodies. The staff recommendation was for approval, and the board moved, seconded and voted to adopt the resolution as presented.
Staff noted the City of Garden City had the resolution on its agenda for its meeting the following day; both governing bodies must adopt the resolution for the amendment to take legal effect. The board was told there is no direct fiscal impact associated with adopting the joint resolution; future infrastructure and service planning implications will be evaluated as projects inside the amended IUGA are proposed.
