Coffey County officials reviewed year‑end fund balances Wednesday and approved four resolutions transferring available dollars from the general fund and related accounts into reserve accounts and the county bond-and-interest fund.
County staff presented a year‑end transfers spreadsheet showing the general fund cash balance "is $9,625,532 at the very top of that spreadsheet that says year end transfers," and explained required carryover rules would limit how much could be moved. "We have to have required carryover of $9,107,919," Speaker 1 said, leaving roughly $435,000 available for transfer and about $82,613 to cover thirteenth‑month obligations.
Those figures shaped the spending choices commissioners approved. Staff proposed moving approximately $1,846,164 from employee benefits, a health burden bridge and special bridge funds into the capital improvement reserve to lengthen planned capital coverage from five to seven years. Departments had also requested equipment reserves (about $335,000 total), and Road and Bridge proposed moving $600,000 into a special highway improvement fund.
Officials discussed a judge’s pending request to outfit a new small courtroom with audio‑visual and recording equipment. The judge’s estimate for the equipment ran "in that neighborhood," with one estimate cited at $25,000–$50,000; participants agreed a final quote should be provided before money is disbursed. Speaker 3 said it would be acceptable to wait until vendors produce firm numbers and indicated a cap of not exceeding $50,000 as a working reference.
After discussion, commissioners moved and voted on four resolutions. Speaker 4 asked for a motion to approve Resolution Number 730 R, "a resolution transferring funds to the Coffey County Capital Improvement Reserve Fund"; the motion was moved by Peterson, seconded by McCurry, and carried by voice vote. The commission then approved Resolution Number 731 U (transferring funds to the Coffey County Equipment Reserve Fund), Resolution Number 767 Q (transferring funds to the Coffey County Special Highway Improvement Fund) and Resolution Number 968 (transferring funds to the County Bond and Interest Fund); each was moved, seconded and carried by voice vote.
Staff said the total shown on the spreadsheet as available to transfer was roughly $2,000,007.81, but Speaker 1 reiterated that carryover and cash‑basis budget law constrained actual transfers. Commissioners asked staff to circulate the finalized resolution paperwork and supporting spreadsheet so members could double‑check the figures before the documents are finalized.
The meeting closed with routine administrative notes and adjourned at about 12:08 p.m. No formal roll‑call vote tallies were recorded in the transcript for the resolutions; each passed by a voice vote recorded as "Aye" and "Motion carries."
