Brown County commissioners approved a $150,000 progress payment to Beebe Brothers for work performed at the county landfill and instructed staff to produce an on-site punch list before final retainage release.
Speaker 4, who visited the site, described concerns and recommended an on‑site punch‑list inspection to document code or contract nonconformances. "In a normal construction project... there would be a 10% retention withheld," Speaker 4 said, explaining that holding retainage is leverage to ensure completion of outstanding items. The board confirmed the contractor carried both performance and payment bonds.
Speaker 1 moved to pay the installment: "I would make a motion then to pay the installment of $150,000 to Beebe Brothers for a portion of the work completed at the landfill." Speaker 4 seconded the motion and the board approved it by voice vote. Commissioners emphasized they expect an internal punch list and an on-site meeting to record and require correction of deficiencies before final payment is released.
