Councilwoman Lorraine raised questions about the scope and competitive effects of awarding a single maintenance contract, asking whether the contract would cover 50 listed streets and warning that smaller, local contractors could be left out. “You’re giving it all to 1 guy, which he does good work… but he gets it all,” Lorraine said, arguing the approach might disadvantage small “mom and pop” firms.
Parish President Mitchell Ozeron responded that the contract is a standard maintenance agreement intended for small, routine tasks — concrete patching, driveway repairs after culvert work and pothole repairs — and is not the larger, engineered package intended to address the parish’s 50‑street list. “The short answer is no. This is not for the 50 streets,” Ozeron said, and added that larger projects would be publicly bid and engineered by staff.
Council debated the tradeoffs between administrative efficiency and spreading small contracts among multiple local firms; Lorraine remained the lone recorded no vote on the resolution, which passed 8 yeas and 1 nay.
Next steps: the parish will use Norris & Boudreaux as its on‑call maintenance contractor for small repairs; larger street projects will be separately engineered and publicly bid.
