Parish officials discuss road additions, bid discrepancies and redesign of annex after bids exceed funds

Parish staff told the council an additional roadside scope was omitted from some road project bids and that inserting a roughly $60,000 line item for edge work would not materially change the project's bottom line given an expected $200,000–$300,000 overage on the full road. "We are actually, without doing final budgets on this road itself, $200,000 to $300,000 ahead of what we budgeted," a staff presenter said, asking engineers to include drainage and edge work in future bid packages.

On a separate capital project, Pete Delton presented a scaled-back design for the central office annex intended to meet council budget guidance. Bids returned higher than available state grant funds, and the parish redesigned the project, cutting roughly a third of the original scope. Council discussion focused on the bid numbers, architect fees and contingency: members noted a construction low bid of $1.89 million plus architect fees of roughly $120,000 would push total project costs near $2.0 million, above the $1.5 million target some members sought.

Delton and staff said they would send the rejecting documentation to the state and asked for guidance on whether the state would continue to participate under a redesign. Council asked staff to provide written justification under bid law when bids are rejected and to include documentation sent to contractors and the state. No formal authorization for additional spending was voted at the meeting.
