Commissioners weigh strategic plan and shorten public-records policy; KB COG engagement proposed

Commissioner S7 introduced a draft strategic-plan framework for Somerset County that would lay out mission, vision, goals and implementation steps and suggested engaging KB COG to facilitate public input and department-level engagement.

"What we've put together here is really just mission, vision, goals, strategies, and action plans," S7 said, reading a draft that included goals such as public-safety improvements, fiscally responsible budgeting, customer-focused services, better public health and stimulated business investment. Commissioners debated the value and cost of producing a strategic plan: S8 said prior plans have often ended up unused, while S9 and others pushed for goal-setting with measurable progress and public involvement.

S7 proposed that once goals are defined, strategies and implementation would include department heads and community input and that KB COG could gather feedback. Several commissioners asked that cyber security and staff training be included in the goals.

On public records, S7 recommended replacing the current five-and-a-half-page policy with a one-page policy that affirms compliance with state FOA and federal FOIA law and provides links to statutory exceptions and the county’s process for denying requests. S7 identified Christian Washburn (sheriff's office) as the internal point of contact for complex records requests and noted increased operational burdens from voluminous electronic requests.

Commissioners agreed to move the policy forward to a future agenda and to request a KB COG presentation on public engagement and plan costs. No final policy vote was taken at the meeting.

The board also reviewed draft outreach materials to inform voters about a ballot question on an appointed register of deeds and discussed a one-minute social-media video and short press release to encourage turnout and explain the commission’s position.
