Commission staff told the commission they are compiling how neighboring counties and municipalities have structured opioid-settlement advisory committees, including RFP processes and resident voting models, and said they will return with recommended committee composition and application guidelines. Staff described plans to present models used by Penobscot, Oxford, Rockland and Augusta and to propose application processes and governance for Hancock County.
Separately, commissioners approved a motion to transfer $130,000 from the county's opioid account (G1-30-37) to a jail reserve account (R24-900) to cover current shortfalls in jail-related expenses; staff said the formal transfer paperwork will be ready at the next meeting. Commissioners and staff also discussed broader budget pressures and the need to monitor state payments and other revenues that affect the county's year-end position.
What happens next: staff will present proposed advisory-committee structures and recommended application processes at a future meeting. The approved transfer of $130,000 will be formalized in paperwork to be provided to the commission before signature.
