Lincoln County approves multiple warrants, contracts and purchases; final bond paid

At its Nov. 4 meeting, the Lincoln County commissioners approved a slate of routinely scheduled warrants, contract renewals and purchase authorizations covering operations, equipment and personnel.
Finance and warrants: County staff presented and the board approved AP warrant #86 ($258,218.56) and AP warrant #87 ($438,565.79). AP warrant #89 for $909,549.68 was approved; staff said that warrant included the county’s final bond payment. Payroll warrant 2025-23 for $256,501.48 was also approved.
Contracts and purchases: The board approved a diesel fuel contract renewal with Dead River for 13,000 gallons at an estimated total of $41,620.80 to lock a price for the recycling center and help with budget forecasting. Commissioners authorized purchase of 27 Coastal Car Wash passes for sheriff vehicles ($4,050) to reduce winter slip hazards, and renewed a TIP411 anonymous tip line subscription ($3,880 annually).
Communications and equipment: The county approved $12,416.18 for antenna replacements at Nobleboro and Boothbay towers after preventive maintenance found faulty antennas. Separately, the board accepted a $13,310 Homeland Security–funded project to add six courthouse security cameras and replace faulty cabling. For the courthouse elevator, commissioners approved a $19,800 repair option that county staff said will restore safe service now and reuse parts in a planned April overhaul.
Personnel actions: Commissioners approved the hiring of two full-time dispatchers (Abby Luneta — transcript also lists an alternate spelling "Planeta" — and Nicholas Mercer) to start Dec. 1 after background checks; they approved the promotion of Brianna Edwards to paralegal (effective Nov. 10) and authorized backfilling of the legal secretary vacancy. The board also voted to finalize the termination of former employee Julie Grollo (effective retroactive to last active date) and to accept the retirement notice of HR employee Carol Thiebaud, effective 01/30/2026, authorizing staff to begin a full-time replacement process.
Other business: Commissioners accepted a timely tax-abatement appeal from Eugene D. McKeever (Nobleboro) for a future hearing and approved sale of an old, nonoperational recycling packer truck for $2,500 to a local buyer for scrap.
