LCRPC seeks Brownfields funding and the county accepts planner resignation

The Lincoln County Regional Planning Commission (LCRPC) asked the commissioners for permission to pursue a federal EPA Brownfields Assessment grant for fiscal 2026 and to approve personnel and job-description changes.
The LCRPC director said the application is due Jan. 28 and that previous applications from the region have been competitive; if awarded, the county would receive $500,000 to support brownfields assessments to help move properties toward redevelopment. Commissioners voted to allow the director to submit the application.
Separately, LCRPC staff presented Curtis Brown's resignation from his full-time role as land use and transportation planner so he may attend graduate programs; the board accepted the resignation with regret and authorized posting the vacancy. Staff said Brown is willing to remain on a per-diem basis to help during a busy grant season in 2026.
The commission also approved a small contract amendment adding $1,800 from the state municipal planning assistance program to pay for FEMA floodplain-management training for RPO staff, and approved minor edits to the land-use planner job description to reflect reorganized state contacts (MOCA).
