Commissioners ask for permitting details before deciding on $20,000 opioid-grant request for female recovery residence

County staff (Speaker 4) described the plan as "the first female recovery residence in Lincoln County in Edgecumbe" and said the residence is intended to provide structured housing, peer-led recovery support and on-site work opportunities for women, particularly those recently released from incarceration. Staff said Sally Albert has already closed on the property and identified financing for the purchase; the grant request would pay for painting, light carpentry and furnishing.
Commissioners raised procedural and timing questions: several asked whether permits (local, state or federal) have been issued and whether the applicant has licensing in place. Commissioner (Speaker 1) suggested conditional approval could be considered but expressed concern about county funds purchasing items before permitting is confirmed; Commissioner (Speaker 2) and others asked staff to return with a clearer permitting timeline and a list of what the county purchase would cover.
Given those outstanding questions, Commissioner (Speaker 2) moved to table the request for additional information; the board approved the motion. Staff said they will report back with permit details and a timeline prior to a future vote.
No formal grant award was made at the meeting.
