Lincoln County commissioners approve sheriff's office contracts, rehiring and grant applications

The Lincoln County Commissioners on a unanimous vote approved several measures affecting the sheriff's office, including a two-year amendment to the county's court security contract with the Maine Judicial Branch and a package of purchases and personnel actions.
Sheriff's office staff presented an amended contract with the state judicial branch for court security services totaling $284,529, an increase of about 5% over the current contract, extending coverage through Dec. 31, 2027. The board approved the amendment and authorized the sheriff to sign the document.
The commissioners authorized a budgeted purchase of duty ammunition at the lowest bid of $5,758 and confirmed the office's firearms training cadence (full range training at least twice a year). The board also accepted a 2026 speed-enforcement grant from the Bureau of Highway Safety for $9,900 to support directed enforcement details and potentially equip participating officers with two radar units.
On personnel, the board approved rehiring Ronald "Ron" Rollins as detective sergeant effective Jan. 1, 2026. The sheriff also presented a new civilian job description for a Records and Training Manager to oversee video, redaction tools, training and parts of property/evidence management; the commission approved the job description and authorized posting.
The sheriff asked permission to apply for a Department of Public Safety grant to expand firearms/evidence storage by creating additional secure space in the adjacent cell block. The office described current constraints: roughly 500 firearms in long-term storage with around 330 temporarily boxed on the floor, and said the grant would fund masonry and racking work to improve security and storage capacity. Commissioners voted to allow the grant submission. The transcript shows the requested dollar figure in that presentation is ambiguous; the board authorized the application without committing funds beyond the grant request.
