A vendor contact from Vance Brothers, identified in the meeting as “Howie,” had offered to return for a work session to present details and arrange site visits so commissioners could assess past installations and longevity.
“We have to look forward,” one commissioner said, arguing that persistent annual chip‑and‑seal applications risk raising road surfaces and deferring needed base work. Another commissioner urged a pilot program and recommended visiting roads where the technique has been applied to evaluate real‑world performance.
The commission agreed to invite vendors to the scheduled December 4 work session and to consider doing one or two pilot test spots with road and bridge crews. Commissioners discussed mixing short‑term stabilizing products (to control dust and re‑moisturize bases) with targeted mill‑and‑overlay on heavier‑traffic routes to reduce lifecycle costs.
Discussion also touched on an alternative bridge construction approach that uses inflatable forms and a high‑early‑strength concrete mix which reportedly can cure in about five days and can reduce material use by roughly 30 percent compared with conventional bridge forms. Commissioners asked staff to gather more technical literature and arrange vendor meetings so the county can compare costs and equipment needs.
The commission did not authorize contract awards during the meeting; instead they authorized further evaluation and a follow‑up work session where technical details, pilot locations and financial scenarios will be presented.
