Lincoln County Regional Planning Commission to administer Northern Border Regional Commission assistance for county

Lincoln County commissioners voted to authorize the Lincoln County Regional Planning Commission to perform applicant assistance and grant administration work for Northern Border Regional Commission (NBRC) awards now that Lincoln County is newly eligible for the program.
Alex Ciparo, economic development lead at LCRPC, explained LCRPC's intended role: helping nonprofits and municipalities develop and submit NBRC applications and managing reporting for successful awards. Ciparo said the NBRC service area includes 60 counties across northern New England and upstate New York and that Lincoln County became newly eligible in 2025. He described a base stipend of $15,000 covering work from January through Sept. 30, 2026, a success fee of $8,000 for any award more than $4,000, and a 2% fee for awards above $4.4 million.
Commissioners moved, seconded and approved the county's opt-in and acceptance of associated compensation by unanimous vote (3-0). Ciparo said the role builds on existing relationships with Midcoast Council of Governments and that LCRPC will track time on projects and handle reporting responsibilities for successful grant awards.
