Lincoln County renews animal-control contracts with several towns

The Lincoln County Board of Commissioners approved renewal contracts for animal-control services with several towns for calendar year 2026.
Sheriff's office and staff presented each renewal, explaining that the principal contract changes were updated dates and modest wage increases for animal control officers (ACOs). In discussion, staff said some towns historically had budget-based contracts while others had hourly rates, and that turnover and the difficulty of recruiting and retaining qualified ACOs remain an operational challenge for the county and participating towns.
Motions to approve renewals for Bremen, Whitefield and Boothbay Harbor were moved, seconded and each approved by unanimous votes (recorded 3-0). Commissioners noted a draft contract had been sent to Monhegan in the summer, that some island or remote towns may face additional transportation costs, and that a few towns (South Bristol, Monhegan and Boothbay) still operate their own ACO arrangements and have not contracted with the county.
County staff said they will continue outreach to towns that have not yet engaged with the county contract model; terms and hourly rates vary by town budget and service expectations.
