Commissioners asked whether incumbents had completed county leadership training and how promotions would be handled; staff said positions had not been posted because approvals were pending. The motion to approve the reclassification and forward it to the Board of Commissioners passed by roll call.
The change is intended to be largely revenue-neutral and to make the roles easier to fill with civilian applicants.
