County approves boiler purchase, denies ditch repair and OKs several land-use permits

"It's beyond time to replace it," a public works speaker said, and staff confirmed the unit will be installed before winter.
On County Ditch 21 near Millerville, drainage staff reported only one contractor returned bids: $85,350 for a full repair and $13,000 for a shorter repair. The ditch fund balance was reported as $982.25 with an outstanding loan balance of $76,000 and annual levy proceeds of $12,442.60. Commissioners concluded county funding was not feasible and voted to deny the county-funded repair request and suggested the landowners petition for abandonment and pursue private repair.
Public works announced that Mike (drainage staff) is leaving and that Shane Fink (spelled F I N C K in the packet) will be hired as the new drainage and feed inspector with a start date at the end of the month.
Land and Resource Director David Rush presented several planning items: approval of a landscaper/excavator license for Lakeshore Lakes Landscaping; a conditional-use permit for Joseph and Bridget Marvin (with owners/applicants James Thomason and Leah Landwehr) to keep horses in a residential district with conditions limiting animals to three animal units; and a conditional-use permit and preliminary plat for West Bridal Shores (Lake Mary) to add two units and create conveyable footprints for resort units on Loon Ridge, with conditions to keep units in the resort rental pool and require professional management. Commissioners discussed crash-zone limitations near the airport and the conditions that prevent conversion of resort units into private residences. Each item was approved by motion.
