County awards federal grant study to SRF to explore eliminating McKay rail crossing

County staff described a federally funded (IIJA) planning study to evaluate removing or modifying the McKay railroad crossing between Discovery Middle School and Henry's Foods. The study will examine conceptual options — raising the road, lowering underpass options, or lifting the track — and produce concept drawings, traffic analyses, and public‑engagement materials.
Staff recommended SRF for the study. Only two firms responded to the RFP; proposed fees aligned with the federal grant amount. Staff said the consultant will convene local partners (county, city, school district, railroad, affected businesses) and host open houses to present alternatives. A kickoff meeting is expected mid‑ to late‑October, and completion of the study would make the project eligible for future federal funding for design and construction.
The board voted to award the study to SRF. Commissioners asked whether the study would include preliminary design (staff said it will produce concept drawings but not construction plans) and about impacts to nearby properties; staff said the study will identify options and potential property impacts.
What’s next: SRF will schedule kickoff meetings and stakeholder outreach and deliver a study that informs future grant applications.
