A commissioner who reviewed the HRA packet and the 2024 audit said the HRA listed about $1,355,000 in unrestricted funds and questioned whether the increase was justified without a formal budget for the requested uses.
County Attorney Justin Anderson was cited for researching the statute on HRA levies; commissioners summarized his finding that a levy should be tied to a budgeted request. Several commissioners said HRA administrators and counsel should be present to explain the proposed uses before the board certifies any levy increase.
A motion was made and seconded to table the HRA levy decision until the Dec. 16 meeting so HRA representatives and counsel can attend; the motion carried. Commissioners asked staff to draft invitations and to circulate the HRA packet and any clarifying material before the next meeting.
