Ramsey County clarifies mailed ballot returns, agent limits and curbside voting procedures

Trainer Kim described how judges must examine signature envelopes for mailed ballot returns: verify the voter's ID number, the voter's signature and witness information. If voter information is missing, the voter can complete it on site; if witness information is missing, the envelope cannot be accepted by the elections office and will be rejected by the absentee ballot board.
Kim reviewed the absentee ballot agent delivery log procedure for agents returning ballots on behalf of voters and emphasized the limit: "An agent can return ballots for up to 3 other people, and that rule applies for the entire election." The agent must complete one line on the log for each ballot returned (date, agent name and address, voter's name and address, agent signature).
The trainer also covered curbside voting: signage will mark curbside service and head judges will be notified when voters arrive; judges should bring the absentee ballot application and materials to the voter's vehicle, and the SVRS judge will either process the application or ask for documentation to permit election-day registration before proceeding. Kim reminded judges to ask the voter to remain at the location until the judge confirms the ballot was successfully cast.
