Clay County outlines CDBG accomplishments, opens public comment on FY2024-25 report

Clay County staff presented the Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report for fiscal year 2024-25 and opened a public comment period ahead of Board consideration.
"This is the Community Development Block Grant consolidated annual performance evaluation report meeting to cover accomplishments and expenses for the 2024-25 fiscal year," said Jody Heisler, a member of the Clay County grants team. Heisler said the county completed a series of housing and infrastructure projects funded under the program and invited residents to review the draft online.
The report lists 10 limited home rehabilitation projects completed during the year, with total expenditures of $163,901.50. County staff also completed eight neighborhood cleanup projects using carryover funds from fiscal 2023-24, totaling $3,025.26. Sidewalk rehabilitation work in Orange Park on Harrison Avenue, Washington Avenue and Jefferson Avenue totaled $71,356.41.
Administrative costs for overseeing the CDBG program, including staff and materials, were reported at $40,000 for the year.
Heisler said five limited rehabilitation projects and five new sidewalk projects began in fiscal 2025-26 and are scheduled to be completed during that fiscal year.
"Public comment will remain open until midday on Friday, Nov. 21," Heisler said. Residents may submit comments at any Clay County library or by email to cdbg@claycountygov.com. Heisler also said the draft report is available on the Clay County website under the community/CDBG section.
The Clay County Board of County Commissioners is scheduled to consider approving submission of the FY2024-25 report to the U.S. Department of Housing and Urban Development (HUD) at its Nov. 20 meeting. No formal vote or motion was recorded during the presentation itself.
If approved by the board and submitted to HUD, the CAPER would serve as the county’s annual report on how it used CDBG funds and on progress toward local objectives tied to that federal grant program.
