The Muscatine County Board of Supervisors on Jan. 2 authorized a non‑appropriation agreement with Advanced Business Systems for a jail copier lease and approved a package of six county resolutions by unanimous vote.
Information services technician Christy Shannon explained the non‑appropriation agreement, saying the county "already signed the lease agreement" and that the two copiers were installed "on, I think, the December 16." Shannon described the non‑appropriation clause as a requirement from the leasing company that also allows the county to discontinue the agreement if funding lapses.
Following the copier discussion the board considered a set of resolutions: authorizing the county engineer to sign for and collect disaster relief funds (Resolution 01-02-26-01); certifying completion and acceptance of farm‑to‑market construction projects (01-02-26-02); authorizing the county engineer and the county sheriff to close secondary roads in emergency situations (01-02-26-03 and 01-02-26-04); a construction evaluation resolution (01-02-26-05); and designating official newspapers for the county for 2026 (01-02-26-06). Each resolution was moved, seconded and approved by roll call with the board recording unanimous votes.
The resolutions give routine administrative authorities to the county engineer and sheriff (emergency road closures), confirm acceptance of completed road projects, authorize signature to collect disaster funds, and set the county's official newspapers for the year. The board did not record any dissent on these measures during the roll calls.
The chair was authorized to sign the copier agreement and the resolutions will be implemented by the relevant departments (County Engineer, Sheriff, Administration) as usual; no additional funding details or contract dollar amounts were provided in the meeting record.
