The River Falls City Council approved a multi-item consent agenda at its Dec. 9 meeting that included developer and purchase agreements related to Sterling Ponds properties, a municipal tree-care contract, leases and a partial forgiveness of a 2021 land-purchase loan to Our Neighbor's Place.
Mayor read consent items that included developer agreements and purchase agreements for roughly 4.8 acres in the Sterling Ponds Corporate Park, acquisition of approximately 2 acres of privately owned property in Sterling Ponds, and a first right of refusal for about 7.4 acres in Whitetail Ridge Corporate Park. The consent agenda also listed a lease with Bearkat Investments for city property (used by Garage Bikes & Brews), a municipal tree-care services contract, and a resolution to purchase a used 2021 Western Star plow truck for $215,245.
Item 11, a resolution approving partial forgiveness of $150,000 of the city's 2021 land-purchase loan to Our Neighbor's Place (the loan's current balance was read as $241,257 as of November), was pulled for separate comment and discussion. Council member Downing moved the item, praising it as an opportunity to support regional housing stability and homelessness-prevention efforts through the city's partnership with Our Neighbor's Place; the council then approved the partial forgiveness by voice vote.
The controller reported the city's November financials: general fund revenues through November totaled $13,649,721 (102% of budgeted revenues); November-specific revenues included $2,201,113 in state-shared revenue, $25,909 in building permits and $9,696 in vehicle registration fees. Expenditures through November were $11,580,283 (87% of budgeted expenditures), leaving net revenues over expenditures of $2,069,438 as of Nov. 30, 2025.
Appointments to the municipal board of canvassers (Natalie Yidis and Glenn Topias through Dec. 31, 2027) and to the municipal board of absentee canvassers (Angie Bond as the clerk designee, Anita Slate and Amber Trevray through Dec. 31, 2027) were read by the administrator, moved, seconded and approved.
Council approved the consent agenda items and adjourned the meeting; no additional budget appropriations were identified in the consent packet as read at the meeting.
