Neosho County commissioners voted Dec. 30 to amend the county’s fuel bid for 2026 after the winning vendor, Fleet Fuels, discovered tax lines were omitted from its original submission.
David Powell of Fleet Fuels said the company’s new billing system incorrectly removed federal and state tax lines and the firm submitted an amended bid with a full breakout of taxes, freight surcharges and other components. Powell told commissioners Fleet Fuels is based in Kansas City, Missouri, and that the amended pricing reflects those tax corrections.
Chair moved to amend the December 16 fuel-bid prices for 2026, adjusting fixed diesel pricing to account for corrected taxes and raising regular unleaded prices as necessary “as corrected for tax issues,” and a commissioner seconded the motion. The motion passed with a recorded vote noted in the meeting as Motion passed 3–0.
Commission discussion compared Fleet Fuels’ corrected total to competing bids and confirmed the updated bid remained the low bid after the tax adjustments. Commissioners also asked about the composition of the vendor’s business; Powell said Fleet Fuels has 17 locations and is investing in reclaimed-oil processing and an Independence, Kansas facility to support environmental services.
The commission did not record further conditions on the contract beyond acceptance of the corrected pricing. The clerk agreed to include the amended bid documentation in county records.
