Finney County commissioners voted to rezone roughly 11.36 acres at 6395 South Old Highway 83 from an agricultural district to a rural residential district and approved the final plat for the Garcia Second Edition, clearing the way for a five‑lot single‑family subdivision.
Mackenzie Phillips, the county’s development administrative coordinator, told the board the property is vacant and "contains plus or minus 11.36 acres" and is proposed to be divided into five lots of about 2–3 acres each, each served by an individual well and septic system. Phillips said the planning commission recommended approval and staff advised the commission to adopt Planning Commission Resolution 31‑2025.
Commissioners asked staff to confirm utilities and access. Phillips said each lot would have its own well and septic service and that access would be via a shared driveway through an easement to Old Highway 83. After brief questions, a commissioner moved and a second agreed to approve the rezoning; the motion passed by voice vote. The board also moved, seconded and approved the final plat after staff said the third submittal met minimum zoning and subdivision requirements.
The approvals do not itself authorize building permits; subsequent plat recording and compliance with subdivision requirements are required before sites are developed. The planning commission date and the resolution number were included in the staff packet for record and consistency with the county zoning regulations.
