The Stanislaus County Board of Supervisors on Dec. 16 approved a rezone and parcel map to allow a 60,834-square-foot indoor roller-hockey facility and seven light-industrial buildings on a site near Bangs Avenue and North Star Way in the Modesto sphere of influence.
Senior planner Jeremy Ballard presented the proposal, saying the project would divide the property into eight parcels, retain permitted light-industrial uses on most parcels and add a permitted roller-hockey facility that includes two rinks, locker rooms, party rooms and ancillary commercial spaces. Developers proposed a 364-space paved parking lot, security lighting, and landscape buffering; water and sewer service would be provided by the city of Modesto through extensions of existing lines.
Ballard said environmental review produced a negative declaration; Caltrans requested a traffic-impact analysis for potential effects on State Routes 108 and 219 and staff incorporated traffic-related referral responses in the project conditions.
The project architect, Barrett Lopomi of Red Ink Architects, told the board the team was excited to bring the proposal forward and answered technical questions from supervisors. Supporters said the site is a reuse of a former aluminum-extrusion facility that underwent EPA and DTSC cleanup after industrial operations ceased.
After board discussion noting the site's industrial history and community benefits (youth and adult recreation), supervisors moved and approved the rezoning and parcel map by voice vote. The motion carried 3-0.
What happens next: With the board's approval the applicant can proceed under the approved plan development zoning and the development standards and referral conditions attached to the approval; outstanding items include any traffic analysis requested by Caltrans and required utility extensions before building permits.
