County staff presented a package of routine grants, road projects and contracts and the board approved them by motion or voice vote.
Natural Resources Block Grant (NRBG): Staff asked the board to approve a two-year NRBG through the Board of Water and Soil Resources to fund water planning, septic and related projects for 2026–27; staff noted the grant budget is about 20% lower than 2024–25. The board authorized staff to sign and return the agreement to the state.
LRIP sponsorship for Elmo Lake: The city of Elmo Lake asked the county to be the project sponsor for an LRIP application for a street/utility improvement near the park. Because the city’s population is under 5,000, county sponsorship is required; the board approved sponsoring the application and clarified the highway department would administer the funding if the grant is awarded.
Engineering services and construction contracts: The board authorized entering an engineering services agreement for a rehabilitation/resurfacing project (design fee cited at $141,500, described as roughly 8%–10% of estimated construction costs) and approved associated construction contract signatures for a County Road 52 project. Staff noted an unknown storm-sewer record on part of the project that will require investigation during design.
All motions described above were made, seconded and carried by voice vote during the meeting; staff will execute the agreements and return with any additional contract details as required.
