Otter Tail County approves solar‑grant acceptance, hemp edible registrations and several appointments

At its Dec. 16 meeting the Otter Tail County Board approved a string of administrative items: acceptance of state solar grants, six lower‑potency hemp edible retail registrations, appointments to advisory boards and several staff travel and policy actions.
Commissioner Leonard and staff explained the statewide solar program agreement and the two funding paths: the grant covers 70% of project costs and the remaining 30% can be handled either through a tax rebate or direct pay by the local utility. "The grant provides 70 percent of the funding for the project," staff said; the board authorized signatures so the county can execute the contract and expend the required 15% of the project by year end to preserve funding.
The board approved six lower‑potency hemp edible registrations — including Parker's Last Stop (Parker's Prairie), Northstar Gas & Grocery (Henning), Big Pine Lodge (Pine Lake Township), The Woodshed Bar & Grill (Fergus Falls), a single‑family residence retailer in Parker's Prairie Township and the Pelican Rapids liquor store — and discussed treating these applications administratively via the consent agenda in the future. Registration was described as a $150 fee once licensed by the Office of Cannabis Management and intended for 21+ sales and compliance checks similar to liquor licensing.
Public health director Jody Lean asked for county sponsorship for Prairie Lakes Community Health Board MCIT membership and presented a recommended at‑large appointment, Kathy Simpson, to represent Otter Tail County; the board approved sponsorship and the appointment. Behavioral health supervisor Megan Adams also presented the Adult Local Advisory Council recommendation to appoint Don Saxton as a voting family‑member representative; the board approved that appointment and the related stipend authority.
The board approved multiple requests for out‑of‑state travel for staff and board members where travel expenses were to be covered by outside organizations; accepted minor edits to the county winter operations policy (adding 'right of way' to the snow‑disposal rule and inserting environmental considerations into ice control); and adopted a resolution releasing 1.34 acres of excess highway right‑of‑way on County State Highway 33 back to the tax rolls.
What’s next: County staff will review whether hemp edible registrations should be handled administratively and will return with any proposed ordinance changes; staff will also report back on MCIT insurance underwriting for the new Prairie Lakes Community Health Board.
