Hancock County adopts personnel items: employee health contributions set, wellness committee appointed, comp-time policy to be refined

At the Dec. 2 Hancock County commissioners meeting, officials approved several personnel actions and policies affecting county employees.
A motion set 2026 employee contributions for regular, nonunion full-time employees at $75 per week for single coverage, $80 per week for employee-with-children coverage, and $85 per week for employee-with-spouse/family coverage. The motion was moved, seconded and approved by voice vote.
Commissioners also approved appointing Jamie Trader, Mary Jordan, and Kathy Zarin to three-year terms on a new wellness committee and added the wellness committee policy to the county personnel policy under Section XLVI. Commissioners debated whether to formalize officer positions (chair, secretary) and how appointments and budget oversight should be managed; staff said the HR department would control wellness funds and that committee membership could be expanded with later commission approval.
On comp time and overtime, commissioners discussed inconsistencies among departments and a draft policy intended to standardize practice. Staff described a proposal to allow employees to choose, on a weekly basis, whether to receive cash or accrue comp time; commissioners asked staff to refine the language and return with a clearer policy at a future meeting.
Personnel hiring actions included approving Nathaniel Valley the third of Bucksport, Maine, as a part-time on-call corrections officer at pay grade 9C, effective Dec. 6, 2025, with no benefits.
Commissioners approved these personnel and policy items by voice votes or general consensus and directed staff to produce revised policy language for further review.
