County approves cooperative agreement continuing DWI treatment court with $158,442 reimbursement

Probation Director Michael Schomer asked the board on Oct. 14 to approve a cooperative agreement that will continue the county’s DWI treatment court. Schomer said the DWI court has operated in Otter Tail County since February 2008 and is resource‑intensive but effective at reducing recidivism.
The cooperative agreement lists total reimbursable obligations of $158,442.28 for program services and identifies approximately $19,657 in required matching in‑kind time for treatment court and related staff responsibilities. Schomer said the county more than meets the in‑kind match through existing staff time allocations.
Commissioners discussed the DWI court model’s effectiveness and regional uptake; Schomer and others noted a new SBIRT screening, brief intervention and referral program launched last week. The board moved and approved the cooperative agreement by voice vote.
