County approves conditional‑use permits and plats; grants tax abatement and authorizes a gambling application

Otter Tail County commissioners on Oct. 14 approved multiple planning and permitting items and a tax abatement during the planning and administration portion of the agenda.
Land and Resource Director Chris LeClere asked the board to approve a conditional‑use permit for Lakeview Estates to allow construction of a road requiring a net 2,189 cubic yards of earth moving; the planning commission had recommended approval after township review and the board approved the permit.
Planning commission recommendations included the preliminary plat "Arvig Acres First Edition," which proposes 29 (or 20 in earlier discussion) single‑family lots in Corliss Township. The planning commission’s recommended conditions included extending Carmen Drive right‑of‑way to the southerly property line at the township’s request, attaching a 0.88‑acre residual parcel to an adjacent parcel, installing snow fencing around septic areas, and holding a pre‑construction meeting with the county engineer, Land & Resource staff, Corliss Township and the developer. The board moved to approve the preliminary plat with those conditions.
The board also approved a conditional‑use permit for Bayview Shores Association (change in allowable structure to permit either a mobile home or a destination trailer). Commissioner Johnson abstained from the Bayview Shores vote because of personal work ties to the association.
In separate action, chief deputy treasurer Amber Anderson presented a tax abatement request for Sharon Johnson (North Shore Drive) due to medical hardship; staff confirmed the request met the county’s policy and the board approved the abatement.
Amber also presented an application for Bay of Minnesota to conduct off‑site gambling (pull‑tabs) at Silver Moon Lounge and Steakhouse in Perham Township; the board approved the application by motion and voice vote.
Board members asked staff to provide electronic plats and packet materials for future meetings to aid review.
