County board approves reclassifications for property‑tax and highway accounting positions

The board approved creating a property tax specialist role from an administrative specialist in finance and elevating an accounting specialist in the highway department to an accountant to fill a mid‑level role and improve succession planning; both moves were internal and do not increase FTEs.
Otter Tail County commissioners approved two internal reclassifications intended to centralize expertise and strengthen succession planning.
Staff asked the board to reclassify one administrative specialist in finance/property and license management as a property tax specialist to serve as the team’s subject‑matter expert for property taxes. The position was evaluated as a B23 in the county compensation structure, will be filled internally and will not be backfilled or increase full‑time equivalents.
The board also approved reclassifying an accounting specialist in the highway department to a B24 accountant position to create a mid‑level role for more complex accounting work and to ease supervisory burden. That reclassification was presented as part of succession planning and likewise will be an internal reassignment without adding FTEs.
Both reclassifications were discussed at the county’s Admin Operations Committee and were approved by the board on voice votes.
