Haywood County authorizes Musco lighting for Mountaineer Little League and approves $155,996 budget amendment

The Haywood County Board of Commissioners on Dec. 1 approved a resolution authorizing purchase of sports lighting for the Mountaineer Little League field at the Elks Club and adopted an exception to competitive bidding for that procurement. The board also approved a budget amendment to appropriate $155,996 from fund balance to pay for the lighting.
Mackie McKay, who has overseen rebuilding of several local ballfields, told the board the Musco Lighting system that the Little League has proposed carries a 25-year guarantee and is modular and remotely monitored. McKay described construction details, saying the system is built on a roughly 10-foot concrete base with poles and that components are installed about 10 feet above ground to provide flood resistance; he noted the field sits in a flood plain and sustained water levels of roughly 24 inches during the most recent hurricane.
County staff said they are drafting a memorandum of understanding (MOU) with a clawback provision so county funds could be recouped if the property ceases to be used for Little League purposes; the board insisted the MOU must be finalized before funds are released. Commissioners praised volunteer work on field rebuilding and emphasized that some of the funding comes from profit on a past county land sale that was placed into fund balance.
A motion to approve the resolution and the budget amendment was moved, seconded and passed by unanimous voice vote.
