Commissioners table hiring for county librarian after debate over starting salary and funding

Currituck County commissioners on Nov. 3 discussed creating a county librarian position as the East Albemarle Regional Library System dissolves effective June 30, 2026. County staff said the position requires a master's degree to secure state aid. The manager recommended a starting salary of $81,789; commissioners noted the current regionally funded salary was $65,350 and that a one-time ARPA supplement previously added roughly $10,000, bringing a recent total near $74,000.
Several commissioners questioned whether the recommended starting salary aligned with county pay grades and comparable positions (airport director, fire captain, tourism director). The county manager and human-resources staff said the salary recommendation was based on a market study of comparable jurisdictions. Commissioners asked staff to provide salary comparables for neighboring counties and for the portion of salary that would be supported by state aid once the county applies for it.
After discussion, a motion to table the item until the next meeting passed by voice vote. Staff will return with comparative salary data and additional information about state-aid amounts and funding transitions before the board sets a starting salary or advertises the position.
