Charlotte Duncan told the board the company anticipates about $4.5 million in building expansion and $2.5 million in machinery; the proposed incentive was estimated at $25,799 and would be limited to 65% of the ad valorem taxes generated by the improvements. A motion to approve the grant and authorize the county manager and county attorney to finalize an incentive agreement was made, seconded and approved by voice vote.
K‑9 retirement and transfer: Lieutenant Mark Harrison explained that K‑9 Kemper, a 3‑year‑old German shepherd, was medically retired after a veterinary diagnosis of immune‑mediated polyarthritis and that the Sheriff’s Office recommended transferring ownership to her handler. Sergeant Jordan addressed the board and described his partnership with Kemper: “She has been my partner, my protector, and my best friend.” The board approved the transfer, with the property sold to the handler for $1 and proceeds to go to the sheriff’s special account; the action was noted to follow North Carolina General Statute 17F‑21 as cited by staff.
Holly Middle School demolition: County staff reported nine bids for asbestos abatement, removal of three underground fuel tanks and demolition of the former GC Holly Middle School (2173 Brassfield Road). The low bid of $648,000 from DH Griffin Wrecking Company, Inc. met the county’s formal bidding requirements; the board approved awarding the fixed‑price construction services contract not to exceed $648,000 and authorized a $35,000 contingency for unforeseen conditions.
Other routine business: The board approved the donation of a surplus passenger van (originally purchased with JCPC grant funds) to the Boys & Girls Club of North Central North Carolina and waived normal surplus property disposition procedures to allow the transfer.
