Regional COG updates Anson County commissioners on $950,000 CDBG homeowner program and contractor selections

Christina Danis, director of community economic development for the regional council, told the Anson County Board the county's Community Development Block Grant (Neighborhood Revitalization) award is in place and procurement resulted in five contractor selections for homeowner rehabilitation projects.
Danis identified the five addresses and contractors selected and said the low bidders plus contingency total "approximately, including the contingency that's allowed, $842,961.74. This is out of a grant that was a total of $950,000 that was received by Anson County for this homeowner program." She explained procurement required three bids per home and staff had validated the low and qualified bidders.
Danis warned the board that rising construction costs mean several projects now trigger NC Commerce's substantial rehabilitation threshold, currently $72 per square foot. "When you trigger $72 per square foot ... it must go to NC Commerce for approval," she said, and confirmed all five properties exceeded that threshold and will be prepared to go to NC Commerce for review before construction begins.
Board members asked for a county contact for resident questions; Danis suggested residents contact Denise Cannon, the county grants manager, who would interface with the regional staff. Commissioners thanked the regional council for the work and said they expect staff to keep the board updated as NC Commerce reviews and approves the substantial-rehab packages.
The presentation noted rising bid amounts and regional capacity planning; Danis said similar CDBG work is underway in neighboring counties and that the region is preparing the required paperwork for NC Commerce review.
