Commissioners and staff questioned whether the shelter could meet state inspection standards and requested a brief transition period so the Friends group could hire and train staff and complete required repairs. The Friends representative said several items have already been addressed and that one larger quoted item remained (discussion identified flooring/painting and other items, with one contractor estimate described as roughly $25,000). County staff said they will coordinate a contractor walkthrough and provide quotes to support needed repairs.
On logistics, the Friends representative asked to continue using cameras already installed in the building and to take over the streaming/service fee rather than reinstalling separate equipment. County leadership indicated Information Technology and Friends should work out a transition so streaming and camera function remain uninterrupted.
Commissioners emphasized a short, informal grace period for operational transition and said they expect the Friends group to address state-noted deficiencies and to coordinate with county staff so services are not interrupted. The board approved the contract by voice vote; the meeting record shows no roll-call tally, only the voice votes recorded as 'Aye.'
The measure moves responsibility for day-to-day shelter operations to the volunteers under the contract terms; board members asked staff to document outstanding repair quotes and to coordinate next steps with Friends representatives so the county can monitor compliance with inspection items.
The board then moved on to other agenda items.
