Swain County Sheriff Brian Kirkland told commissioners the sheriff's office needs a full‑time investigator to manage registered offender monitoring, address verification and home visits.
"We've got 78 *** offenders living in Swain County right now," Kirkland said, underscoring the workload for registration, periodic correspondence and the state systems that require certified access.
Kirkland described the position as largely focused on registry responsibilities though it could assist elsewhere as needed; he said the investigator would require specialized training and that the job would be set at pay grade 71 with a minimum suggested experience level of five years.
Commissioners discussed caseload and how much time the new investigator would devote to registry duties; the board voted 4–1 to approve creating the position and to authorize staff to move forward with recruitment and classification details.
Next steps: human resources and the sheriff's office will finalize job posting language, certification requirements and pay grade details before advertising the vacancy.
