County approves routine contracts, change orders and appointments; WIC grant acceptance authorized with one dissent

The Grand Forks County Board of Commissioners approved a set of routine administrative and procurement actions during its meeting.
Key approvals included preliminary acceptance of a 100%-federally funded bridge engineering contract (staff asked that approval be contingent on review by the state's attorney), renewal of the Vanguard service agreement used by the tax assessing office, and authorization for the chair to sign grant documents for a WIC program once county staff complete state-required clarifications.
Two construction change orders were accepted that reduced project guaranteed maximum prices. The Youth Assessment Center Expansion change order reduced the guaranteed maximum price by $295,230.27. The courthouse dome rehabilitation final change order reduced the guaranteed maximum price by $365,657.60. Staff indicated the projects' final prices and noted loan closing steps associated with the Youth Assessment Center and related work.
The board also set the minimum sales price and scheduled the sale of county tax-deed property for Nov. 18, 2025 at 2:00 p.m. in the Commission Room, cash or check only. The board approved a one-year legal research platform agreement for the state's attorney's office, noting rapid market change driven by AI and the desire for a one-year term.
On the WIC program, staff said the county received a notice of grant award and a requirements addendum; the board authorized county officials (chair and appropriate staff) to sign the grant acceptance and required addendums after staff sign-off. One commissioner voted no on that authorization; the motion otherwise carried.
Several appointments and ceremonial items were also approved: the board appointed Senator Jeff Bridal to a county board to replace Emily O'Brien, and approved a resolution supporting Operation Greenlight for Veterans Day with chair signature.
Motions recorded during the meeting were routine in nature; where motions were seconded the board recorded unanimous approvals except where noted above for the WIC authorization.
